That’s what Luis Marañón brings to Harmon: twenty years of conversations, connections, diverse territories, and strategic approaches that now converge in a single mission—expanding the non-market space within the public sector.
Before joining Harmon, Luis spent eight years as an executive at Marlow Insight. With roots in political consulting, he has worked on both sides of the Atlantic, advising campaigns ranging from local to presidential. Along the way, he has supported institutions across different levels of government—ministries, city councils, and independent agencies—through some of their most complex communication challenges.
His corporate experience spans everything from shaping reputation strategies to managing crises for companies in highly regulated sectors such as energy, finance, and healthcare.
Luis is also a tireless trainer, known for preparing C-level executives, political spokespersons, and business leaders to step confidently into the spotlight—combining rigour with a natural ease. His voice is also heard in classrooms at Complutense University of Madrid, Nebrija University, and IMF.
His drive to teach—and to learn—runs through his writing as well, in works like Public Affairs: Lobbying and Corporate Diplomacy (Dykinson, 2022), or Is There Such Thing as Citizen Lobbying? A Case of Participation in the Spanish Congress of Deputies (Revista de las Cortes Generales, 2021). A professional through and through, and a lover of the craft in equal measure.
Now, after two decades of experience on his back, Luis arrives at Harmon to help connect—without straining, with rigour, and a touch of northern bluntness—public institutions with an increasingly demanding society.
