{"id":668,"date":"2021-09-27T08:39:38","date_gmt":"2021-09-27T07:39:38","guid":{"rendered":"https:\/\/harmon.es\/?p=668"},"modified":"2025-11-03T17:23:27","modified_gmt":"2025-11-03T15:23:27","slug":"el-panorama-politico-europeo-post-soteu-2021","status":"publish","type":"post","link":"https:\/\/harmon.es\/en\/the-european-political-landscape-after-soteu-2021","title":{"rendered":"The European Political Landscape After SOTEU 2021"},"content":{"rendered":"<p><\/p>\n<p data-start=\"57\" data-end=\"315\">A few days ago, the President of the European Commission, the German <strong data-start=\"126\" data-end=\"150\">Ursula von der Leyen<\/strong> of the European People\u2019s Party, delivered the <strong data-start=\"197\" data-end=\"244\">State of the European Union Address (SOTEU)<\/strong> before the plenary session of the European Parliament in Strasbourg.<\/p>\n<p data-start=\"317\" data-end=\"675\">The SOTEU marks the start of the new European political year and sets the Commission\u2019s policy priorities\u2014as the Union\u2019s de facto executive power\u2014for the following twelve months. The debate also provides political groups in the European Parliament with a valuable opportunity to define their own positions and shape the agenda according to their priorities.<\/p>\n<p data-start=\"317\" data-end=\"675\">\n<h3 data-start=\"677\" data-end=\"703\">Political Priorities<\/h3>\n<p data-start=\"705\" data-end=\"1041\">The address reaffirmed the two core pillars that have defined the <strong data-start=\"771\" data-end=\"799\">von der Leyen Commission<\/strong> since its inception: <strong data-start=\"821\" data-end=\"839\">sustainability<\/strong> and <strong data-start=\"844\" data-end=\"862\">digitalisation<\/strong>. The first is being pursued through the <strong data-start=\"903\" data-end=\"926\">European Green Deal<\/strong>, the flagship policy package designed to achieve climate neutrality by 2050 and reduce emissions by 55% by 2030.<\/p>\n<p data-start=\"1043\" data-end=\"1430\">In this regard, the <strong data-start=\"1063\" data-end=\"1087\">\u201cFit for 55\u201d package<\/strong>, published in July 2021, stands out. It consists of <strong data-start=\"1140\" data-end=\"1189\">13 new legislative proposals or legal reforms<\/strong>, including the expansion of sectors covered by emissions trading (alongside a reduction in available allowances), the introduction of a <strong data-start=\"1326\" data-end=\"1358\">carbon border adjustment tax<\/strong>, and significant cost increases for vehicles with combustion engines.<\/p>\n<p data-start=\"1432\" data-end=\"1828\">The other major priority is digitalisation. The Commission\u2019s two main proposals in this area are the <strong data-start=\"1533\" data-end=\"1563\">Digital Services Act (DSA)<\/strong> and the <strong data-start=\"1572\" data-end=\"1601\">Digital Markets Act (DMA)<\/strong>, both published in December 2020 and now under negotiation in the Council and Parliament. The DSA introduces horizontal regulation for all online intermediary services, modernising the outdated <strong data-start=\"1796\" data-end=\"1825\">2000 E-Commerce Directive<\/strong>.<\/p>\n<p data-start=\"1830\" data-end=\"2204\">The <strong data-start=\"1834\" data-end=\"1841\">DMA<\/strong>, by contrast, has a narrower scope. It will impose additional obligations on companies meeting the criteria to be designated as <strong data-start=\"1970\" data-end=\"1987\">\u201cgatekeepers\u201d<\/strong>\u2014those whose market dominance creates barriers to entry for smaller competitors. Fewer than ten companies in Europe are expected to meet these criteria, pending final negotiations between the Council and Parliament.<\/p>\n<p data-start=\"1830\" data-end=\"2204\">In the remaining two and a half years of the current legislature, President von der Leyen will seek to complement her political legacy with new initiatives, including a <strong data-start=\"2375\" data-end=\"2401\">European Defence Union<\/strong>, a <strong data-start=\"2405\" data-end=\"2437\">review of competition policy<\/strong>, and the <strong data-start=\"2447\" data-end=\"2482\">creation of a biomedical agency<\/strong> to prevent future health crises\u2014all announced during this year\u2019s SOTEU.<\/p>\n<p data-start=\"1830\" data-end=\"2204\">\n<h3 data-start=\"2558\" data-end=\"2575\">The Context<\/h3>\n<p data-start=\"2577\" data-end=\"2897\">The drafting of the SOTEU is always influenced by the political circumstances of the moment. This year, one event overshadowed all others: the upcoming <strong data-start=\"2729\" data-end=\"2757\">German federal elections<\/strong>, which could dramatically reshape Europe\u2019s political chessboard\u2014and, by extension, the balance of power underpinning Brussels\u2019 stability.<\/p>\n<p data-start=\"2899\" data-end=\"3367\">A <strong data-start=\"2901\" data-end=\"2930\">Social Democratic victory<\/strong>\u2014or even a Green-led government\u2014would mean the <strong data-start=\"2977\" data-end=\"3010\">European People\u2019s Party (EPP)<\/strong> losing its most prized seat of power, held since 2005 when <strong data-start=\"3070\" data-end=\"3087\">Angela Merkel<\/strong> succeeded <strong data-start=\"3098\" data-end=\"3118\">Gerhard Schr\u00f6der<\/strong>. With the other major European capitals governed by liberals (France), socialists and the left (Spain), and a technocratic government backed by a broad parliamentary majority (Italy), the EPP would find itself in an almost unprecedented position.<\/p>\n<p data-start=\"3369\" data-end=\"3909\">This shift could have at least two major consequences in Brussels. First, the term of <strong data-start=\"3455\" data-end=\"3502\">European Parliament President David Sassoli<\/strong>, a Social Democrat, ends in January 2022. According to the agreement reached among the main political families after the 2019 elections, the next presidency should go to the EPP. However, a resurgent Socialist bloc\u2014with control of Berlin and Madrid, but only the High Representative for Foreign Affairs within EU institutions\u2014will be reluctant to give up this visible and symbolically important position.<\/p>\n<p data-start=\"3911\" data-end=\"4406\">Second, a potential breakdown in cooperation between conservatives and socialists over the distribution of top EU posts could have serious consequences for the <strong data-start=\"4071\" data-end=\"4099\">von der Leyen Commission<\/strong>. Led by a conservative German with two Executive Vice-Presidents\u2014one Social Democrat (<strong data-start=\"4186\" data-end=\"4206\">Frans Timmermans<\/strong>) and one Liberal (<strong data-start=\"4225\" data-end=\"4247\">Margrethe Vestager<\/strong>)\u2014the Commission could face gridlock in Parliament and Council, as well as renewed questions over von der Leyen\u2019s leadership. The road to 2024 looks fraught.<\/p>\n<p data-start=\"3911\" data-end=\"4406\">\n<article class=\"text-token-text-primary w-full focus:outline-none [--shadow-height:45px] has-data-writing-block:pointer-events-none has-data-writing-block:-mt-(--shadow-height) has-data-writing-block:pt-(--shadow-height) [&amp;:has([data-writing-block])&gt;*]:pointer-events-auto [content-visibility:auto] supports-[content-visibility:auto]:[contain-intrinsic-size:auto_100lvh] scroll-mt-[calc(var(--header-height)+min(200px,max(70px,20svh)))]\" dir=\"auto\" tabindex=\"-1\" data-turn-id=\"request-6900b300-2fb0-8328-8328-09346afadcc7-8\" data-testid=\"conversation-turn-48\" data-scroll-anchor=\"true\" data-turn=\"assistant\">\n<div class=\"text-base my-auto mx-auto pb-10 [--thread-content-margin:--spacing(4)] thread-sm:[--thread-content-margin:--spacing(6)] thread-lg:[--thread-content-margin:--spacing(16)] px-(--thread-content-margin)\">\n<div class=\"[--thread-content-max-width:40rem] thread-lg:[--thread-content-max-width:48rem] mx-auto max-w-(--thread-content-max-width) flex-1 group\/turn-messages focus-visible:outline-hidden relative flex w-full min-w-0 flex-col agent-turn\" tabindex=\"-1\">\n<div class=\"flex max-w-full flex-col grow\">\n<div class=\"min-h-8 text-message relative flex w-full flex-col items-end gap-2 text-start break-words whitespace-normal [.text-message+&amp;]:mt-1\" dir=\"auto\" data-message-author-role=\"assistant\" data-message-id=\"f22d837e-1dcf-45e2-a932-cb44762174fc\" data-message-model-slug=\"gpt-5\">\n<div class=\"flex w-full flex-col gap-1 empty:hidden first:pt-[1px]\">\n<div class=\"markdown prose dark:prose-invert w-full break-words light markdown-new-styling\">\n<h3 data-start=\"4408\" data-end=\"4419\">Spain<\/h3>\n<p data-start=\"4421\" data-end=\"4706\">The <strong data-start=\"4425\" data-end=\"4447\">Spanish government<\/strong> appears relatively insulated from the political turbulence north of the Pyrenees. To the uncertainty of the German elections is added France\u2019s upcoming <strong data-start=\"4600\" data-end=\"4635\">presidential race in April 2022<\/strong>, where President <strong data-start=\"4653\" data-end=\"4672\">Emmanuel Macron<\/strong> faces a crucial political test.<\/p>\n<p data-start=\"4708\" data-end=\"4915\">This leaves a European landscape with a <strong data-start=\"4748\" data-end=\"4792\">new German government still in formation<\/strong>, a <strong data-start=\"4796\" data-end=\"4823\">France in campaign mode<\/strong>, and an <strong data-start=\"4832\" data-end=\"4854\">Italian government<\/strong>, as usual, balancing on a tightrope of internal fragility.<\/p>\n<p data-start=\"4917\" data-end=\"5427\">In this scenario, Spanish Prime Minister <strong data-start=\"4958\" data-end=\"4975\">Pedro S\u00e1nchez<\/strong>\u2019s repeated intention to <strong data-start=\"5000\" data-end=\"5044\">complete his full term through late 2023<\/strong> makes strategic sense. His influence in Europe could grow for two reasons: first, a strong Social Democratic result in Germany would reinforce his party\u2019s position continent-wide; and second, the combination of German coalition talks, the French campaign, and Italian instability means Brussels will increasingly look to Spain as a source of political stability and a key partner.<\/p>\n<p data-start=\"5429\" data-end=\"5614\">This may help explain the <strong data-start=\"5455\" data-end=\"5510\">close cooperation between von der Leyen and S\u00e1nchez<\/strong> during the Afghan crisis last summer, which even brought the European Commission President to Madrid.<\/p>\n<p data-start=\"5429\" data-end=\"5614\">\n<h3 data-start=\"5616\" data-end=\"5633\">Conclusions<\/h3>\n<p data-start=\"5635\" data-end=\"5707\">The situation described points to at least three foreseeable outcomes:<\/p>\n<ol data-start=\"5709\" data-end=\"6118\">\n<li data-start=\"5709\" data-end=\"5858\">\n<p data-start=\"5712\" data-end=\"5858\"><strong data-start=\"5712\" data-end=\"5753\">A slowdown in EU legislative activity<\/strong>, given growing political fragility in the executive and rising polarisation within the co-legislators.<\/p>\n<\/li>\n<li data-start=\"5859\" data-end=\"5972\">\n<p data-start=\"5862\" data-end=\"5972\"><strong data-start=\"5862\" data-end=\"5896\">Few major European initiatives<\/strong> are likely over the next year, as Germany, France, and Italy turn inward.<\/p>\n<\/li>\n<li data-start=\"5973\" data-end=\"6118\">\n<p data-start=\"5976\" data-end=\"6118\"><strong data-start=\"5976\" data-end=\"6016\">Spain\u2019s role will grow in importance<\/strong>\u2014S\u00e1nchez needs Europe to strengthen his position at home, and Europe needs S\u00e1nchez to remain stable.<\/p>\n<\/li>\n<\/ol>\n<p data-start=\"6120\" data-end=\"6185\" data-is-last-node=\"\" data-is-only-node=\"\">A <strong data-start=\"6122\" data-end=\"6149\">marriage of convenience<\/strong>, but one both sides will depend on.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<\/article>\n<p><\/p>","protected":false},"excerpt":{"rendered":"A few days ago, the President of the European Commission, the German Ursula von der Leyen of the European People\u2019s Party, delivered the State of the European Union Address (SOTEU) before the plenary session of the European Parliament in Strasbourg.
