<\/p>\n
The Spanish National Statistics Institute (INE)<\/strong> recently published new data confirming the steady concentration of Spain\u2019s population in urban areas. Of the country\u2019s 8,131 municipalities<\/strong>, the 5,002<\/strong> with fewer than 1,000 inhabitants represent only 3.1%<\/strong> of the total population, while the 63 cities<\/strong> with more than 100,000 residents account for 39.9%<\/strong>. More towns in Spain are losing inhabitants than gaining them\u2014a process accompanied by growing ageing and gender imbalance<\/strong>. In the smallest towns (under 100 residents), the average age is 57.6 years<\/strong>, compared with 43.1 years<\/strong> in large cities\u2014a difference of nearly fourteen years.<\/p>\n The diagnosis is well known. Dozens of studies highlight the demographic reality of Spain\u2019s rural regions, many of which have population densities below 12.5 inhabitants per square kilometre<\/strong>\u2014the EU threshold for areas at risk of depopulation.<\/p>\n Some change, however, is underway. Nationally, the government created in 2017<\/strong> the Commissioner for the Demographic Challenge<\/strong>, elevated in 2020<\/strong> to a General Secretariat<\/strong>, which recently presented an action plan of more than 130 measures<\/strong>, many focused on rural development. In Parliament, the emergence of Teruel Existe<\/strong> has helped bring the issue to the national agenda, while the Senate<\/strong> has a dedicated committee on depopulation\u2014though it has met only eight times in the current term.<\/p>\n Meanwhile, several regional governments<\/strong> (such as Galicia, Castile and Le\u00f3n, Castile-La Mancha, and Arag\u00f3n) are drafting or implementing laws to promote demographic revitalisation and population retention. Some, like Castile and Le\u00f3n, plan to introduce free on-demand public transport<\/strong> by 2022.<\/p>\n At the same time, society is increasingly mobilised<\/strong>\u2014albeit modestly\u2014around depopulation. Social movements and local initiatives are multiplying; companies are investing in rural areas (especially in renewable energy projects<\/strong>); and municipalities themselves are developing social innovation initiatives<\/strong>.<\/p>\n The pandemic has further accelerated these trends. The arrival of new residents during lockdowns<\/strong> led to the reopening of more than a dozen rural schools<\/strong> in 2020\u2014such as those in Aguilar de Alfambra (Arag\u00f3n)<\/strong> and Ollauri (La Rioja)<\/strong>\u2014after being closed for thirty years due to a lack of children.<\/p>\n One major factor driving this movement is the rise of remote work<\/strong>, whose prevalence has multiplied eightfold, according to some studies. The ability to work from anywhere<\/strong> has allowed many professionals to relocate permanently to towns where they once only spent weekends or holidays.<\/p>\n In addition, the government has announced that \u20ac10 billion<\/strong> from the EU post-COVID recovery funds<\/strong> will be allocated to combat depopulation and create opportunities in rural areas.<\/p>\n Revitalising rural areas means building a stronger, fairer, and more sustainable country<\/strong>. But success requires everyone\u2019s involvement. On an individual level, residents must take small but crucial steps\u2014such as registering officially (empadronarse)<\/strong> in their local municipalities.<\/p>\n Last November, the mayor of a small town in Valladolid lamented that, despite having 2,000 actual residents<\/strong>, only 1,700<\/strong> were registered, as some preferred to remain listed in the city for access to urban sports facilities or schools. This 15% discrepancy<\/strong> directly reduces the municipal resources available for essential public services.<\/p>\n At the collective level, public institutions must coordinate<\/strong> policies to ensure not just territorial cohesion but also equality of opportunity, regardless of where people live. This means prioritising essential services<\/strong> and infrastructure<\/strong>: as long as some rural residents must travel six hours by ambulance for radiotherapy, live without reliable internet access, or endure poor public transport, population recovery will remain elusive.<\/p>\n Finally, businesses must play a more active role<\/strong>. Industrial investment, new logistics hubs, and corporate projects have proven powerful drivers of opportunity. Companies must therefore integrate rural development into their strategies and orient CSR initiatives<\/strong> toward territorial cohesion<\/strong>, sustainability<\/strong>, and the fight against depopulation<\/strong>.<\/p>\n Supporting rural areas means investing in Spain\u2019s environmental and social health<\/strong>\u2014its green lungs and cultural roots.
